On August 23, 2016 at 7:45pm, Officer Czarnec attempted to stop a 2013 Chrysler Avenger on Embassy Ave., by Advanced Eurosport for having an expired registration. The vehicle refused to stop and proceeded to 4 Dart St., where it parked in the driveway.  The operator of the vehicle was identified as:

Richard Leclerc, 53 of 4 Dart Street

Officer Czarnec believed Leclerc had been drinking alcohol and therefore asked him to perform field sobriety tests. Leclerc agreed and at the conclusion of the field sobriety tests, Officer Czarnec believed Leclerc was under the influence of alcohol.   Leclerc’s driving record showed his license was under suspension due to a prior DUI conviction on February 2, 2016, out of the 6th Circuit Court in Hooksett. Leclerc was arrested for DUI (subsequent offense), Disobeying a Police Officer, Operating on a Suspended License and was issued a citation for unregistered vehicle.  Leclerc was released on $6,000 personal recognizance bail and ordered to appear before the 6th Circuit Court in Hooksett on September 6, 2016.
