On October 21st, 2015 at 12:13 AM, Officer Mannon responded to the parking lot of the Irving at 28 West River Rd. to check the welfare of a male sleeping inside a vehicle. When Officer Mannon approached the vehicle, its engine was revving. The male occupant in the driver’s seat was slumped over the wheel, sleeping with his foot on the gas while the vehicle was running.
